I was interested in the reaction of  L’express readers to Jean Paul Arouff interesting article entitled “Fuite de cerveaux” as a follow-up to Mugabe’s speech at the African forum.

If Mauritius wishes to attract the expertise of the diaspora, I believe that as a first step, some rehabilitative work in basic courtesy and politeness needs to be built in the responsibility of some Cabinet Ministers, which will be illustrated by my experience with the Ministry of Health.

I communicated through letter a curriculum vitae to Mr Gayan, the previous Minister for Health in September 2016, offering my wish to facilitate workshops on the Management of Aggression and Violence in the workplace for Health service personnel, a subject in which I have considerable expertise, having taught the subject to staff in the best Forensic facility in the United Kingdom which also included the theme of Hostage Management. Furthermore, I was an Associate professor at the prestigious King Saud University Medical School which does entitle me some credibility to share my expertise with medical and nursing colleagues. I followed my offer with phone calls and emails, but to this day I have never had a courtesy reply from his office.

When the present cabinet post holder took office, I further renewed my offer with a copy of the letter to the present Prime Minister. Several weeks have now elapsed and I am still waiting for a reply. I have an International profile with requests from several countries for my expertise. I feel that out of professional dedication, I would like to share my expertise with Mauritian colleagues, an initiative which I successfully accomplished some years ago through the aegis of the Ministry.

I feel that the offer of free contribution from a citizen is frowned upon but the Ministry would be very happy to employ consultants, who may not be familiar with the Mauritian environment, to deliver at exorbitant costs to the treasury and tax payers to deliver the same subject. I strongly believe that basic civility and politeness are essential requirements of politicians and is an expectation that should be fulfilled on a daily basis with any interactions and at any level of the population.

I am really saddened that higher education has taught very little in the area of citizenship and civility in some of our so-called leaders and politicians… It might benefit some of them to attend the courses being offered in the Civil Service College. Reinforcing the CORE CONSTANTS of political responsibilities such as integrity, honesty, civility and respect which should reflect Accountability to the electorate who pays their salaries at the end of the month!
