Following the repeal of the TEC Act, the Higher Education Commission (HEC) was set up on 17 January2020. This corporate body, under the aegis of the Ministry of Education, Tertiary Education, Scienceand Technology, is governed by the Higher Education Act 2017; and by virtue of the regulatory powerbestowed upon it, is responsible, inter-alia, to formulate and publish policies and criteria for the registration and accreditation of higher education institutions, determine applications for the establishment andregistration of institutions, register higher education institutions and accredit their programmes; publish and maintain an annual list of higher education institutions and their accredited programmes.

In addition, the HEC has the authority to grant university titles to registered private institutions. It also provides guidelines to public higher education institutions for preparing short, medium and long-term plans for the operation and development of higher education, research and training; determine the recognition and equivalence of academic or professional qualifications in higher education obtained in or outside Mauritius amongst others.

The HEC is also responsible to monitor and oversee the higher education sector; to ensure the rationalisation of teaching programmes, and the planning and implementation of research in public higher education institutions; to promote the development of higher education, academic research and training facilities; to support and facilitate the implementation of the national higher education strategy of the Government and to support the development of cultural life. The Commission is equally responsible to allocate funds to public higher education institutions (UoM, UTM, OU, UdM, MGI/RTI).
